Cuba's Labor Code (Law No. 116 of 2013) and its Regulation (Decree No. 326 of 2014), enforced by the Ministry of Labor and Social Security (MTSS), require employers to organize first-aid attention and emergency response with trained personnel scaled to workplace risk. There is no fixed national first-aider-per-worker ratio.
In Cuba, círculos infantiles fall under the Ministry of Education (MINED) with on-site nursing under the Ministry of Public Health (MINSAP), and no separate norm requires teaching staff to hold first-aid certification since immediate health care rests with the centre's nursing team.
Cuba imposes a legal duty to rescue under Art. 362 of the Criminal Code (Law No. 151/2022, in force since 2022): failing to aid someone in danger, where it entails no risk to the rescuer, is punishable by 6 months to 1 year or a fine of 100–300 quotas, rising to 6 months–2 years for those with a professional duty to help.
In Cuba, nursing is organized through the Ministry of Public Health (MINSAP) with no professional college, and keeping CPR and basic life support current is an expected competency met through 'superación profesional' — continuous, state-organized professional updating rather than a formal periodic recertification.
In Cuba, elderly homes (hogares de ancianos) and seniors' day centres (casas de abuelos) under the Ministry of Public Health (MINSAP) rely on state-trained nursing auxiliaries and caregivers whose preparation includes first aid, and a recognized, up-to-date first-aid certificate complements — but does not replace — that state training and must be renewed periodically.
In Cuba, care for children without parental protection runs through social-assistance homes and substitute or 'solidarity' families under the Código de las Familias and the Código de la Niñez, Adolescencia y Juventud (Ministry of Education, MINED), and no identified rule expressly requires these families to hold a first-aid certificate.
Online CPR and first-aid training is recognized in Cuba — there is no explicit ban on online first-aid training for the workplace, and the framework requires trained personnel without prescribing the format — with certification valid for 3 years.
